Content is developed for instructional objectives to form the basis of training materials. The content can be organized in many different ways. Often, once an objective is defined, content is developed more or less arbitrarily, at the discretion of the author.
On the other hand, there are instructional strategies that help professional instructional designers to develop content so that the resulting instruction is highly effective. These strategies take advantage of what we understand about how people learn.
The strategies are based on the type of objective involved. There are several classifications of objective; there is a strategy that best teaches each one. For example, there is a strategy that is very effective at teaching a procedure. There is a different strategy used to teach a principle, and another to teach a concept. In other words, there are instructional strategies that are helpful in guiding the development of instruction for each type of objective classification.
